What is a Basic Scaffolding Licence?

A basic scaffolding licence (High Risk Work Licence class SB) allows you to erect, alter, and dismantle basic scaffolding structures in South Australia and across Australia. 

This includes modular/prefabricated scaffolds, cantilevered materials hoists up to 500kg, bracket scaffolds, safety nets, and static lines. According to SafeWork SA, anyone erecting or dismantling scaffolding must hold a current HRWL, making this basic scaffolding course essential.

Day 1: Introduction, WHS Principles & Planning

Prerequisites: What You Need Before Enrolling

Scaffolding is classified as high-risk construction work in South Australia, which means there are specific entry requirements you must meet before starting CPCCLSF2001 training. These ensure you can safely participate in practical activities and meet SafeWork SA licensing requirements.

Requirements:

  • Age 18 or over – Required for High Risk Work Licence eligibility
  • White Card (CPCWHS1001). Complete your white card course in Adelaide first if you don’t have one
  • USI (Unique Student Identifier) – Free to obtain online at usi.gov.au
  • Photo ID (100 points): Driver’s licence, passport, or equivalent for identity verification

You must be physically able to climb ladders, work at heights, and lift scaffold components safely. You’ll also need basic numeracy skills, as load calculations are assessed as part of the National Assessment Instrument, and you need to demonstrate you can read manufacturer specifications and calculate safe working loads.

How to Get Your Scaffolding Licence in South Australia

  1. Complete the 5-day CPCCLSF2001 course with FACT Adelaide, a registered RTO
  2. Pass the theory and practical National Assessment Instrument (NAI)
  3. Receive your Statement of Attainment (issued same day via email)
  4. Apply for your High Risk Work Licence (class SB) through Service SA within 60 days
  5. Pay the SafeWork SA licence application fee (current amount verifiable at SafeWork SA)
  6. Receive your nationally recognised HRWL, valid for 5 years

VOC Scaffolding: What is It and Do I Need One?

VOC scaffolding (Verification of Competency) is for existing licence holders who need to prove they still have current skills. You might need VOC scaffolding if you’re renewing your licence, returning to scaffolding work after a gap, or if your employer requires proof of competency.

FACT Adelaide offers VOC with an online theory/calculations component plus an in-person practical assessment. 

Important: A VOC does not replace initial training. You must complete the full CPCCLSF2001 course first.

Scaffolding Licence FAQs

No. While some theory can be completed online, the practical component must be face-to-face. Scaffolding is high-risk work. Hence, you must demonstrate physical competency under trainer supervision. Any basic scaffolding course online claiming full certification without hands-on assessment doesn’t meet Australian standards.

Yes. A current White Card (CPCWHS1001) is a mandatory prerequisite for CPCCLSF2001. Complete your White Card first through FACT Adelaide or provide evidence of current certification when enrolling.

Your HRWL (class SB) is valid for 5 years from the date of issue. You must renew before expiry. Renewals often require a VOC scaffolding assessment to prove ongoing competency.

There is no height limit. Any person erecting, altering, or dismantling scaffolding in SA requires a scaffolding licence regardless of height. Even single-lift scaffolds require proper licensing under SafeWork SA regulations.  

Apply through Service SA before your current licence expires. You may need to complete a VOC scaffolding assessment to prove current competency, especially if you haven’t worked recently or your employer requires it.

“Scaffolding ticket” and “scaffolding licence” refer to the same thing: your High Risk Work Licence (class SB). The Statement of Attainment from your course proves you completed training. The HRWL from SafeWork SA is your actual licence to work.
