PUAFER006 is a nationally recognised training unit from the PUA Public Safety Training Package. It covers the knowledge and practical skills necessary to make critical decisions regarding the safety of workplace occupants, to command emergency response teams, and to ensure well-documented, compliant outcomes from workplace emergencies. It is tailored for those who may serve as the primary liaison with emergency services and requires understanding and application of procedures in line with the requirements of AS 3745:2010 and, where relevant, AS 4083 (Health Care Facilities).

Performance Evidence: Demonstration in Action
The course ensures you can:
- Lead the ECO before, during, and after an incident: Prepare for predicted risks, run ECO meetings, and conduct drills.
- Initiate and command emergency response procedures: Activate alarms, issue instructions, coordinate evacuations, or enact lockdowns.
- Direct and communicate under pressure: Assign roles, control access to affected areas, record actions, and keep all parties informed.
- Ensure occupant safety: Identify evacuation assembly areas, check for vulnerable individuals, and monitor progress.
- Work with and brief emergency services: Handover incident control efficiently and accurately.
- Document, report, and debrief: Complete all required post-incident reports, participate in debriefings, and update plans.
- Command, coordinate, and control: Make decisions informed by dynamic risk assessments and the emergency plan.
- Apply legislative requirements and safe practices: Comply with WHS and industry standards at every step.
Assessment is competency-based. You must satisfy all criteria at least once, through a combination of scenario participation, communication demonstration, and accurate completion of ECO documentation.
Knowledge Evidence: What Do You Need to Know?
Competence in PUAFER006 requires robust demonstrated knowledge of:
- Actions in response to evolving and dynamic emergencies.
- How to collate information, assess, and report incident status.
- Command, control, and coordination frameworks for emergency response.
- How to undertake and apply dynamic risk assessments.
- Structures for internal and external response: Working with police, fire, ambulance, and specialist agencies.
- Recognition and use of emergency signals, warnings, and alerts (audible, visual, digital, coded, and uncoded).
- Roles and authority within the ECO, and liaison with emergency services.
- Locations and use of emergency stations, such as muster points, Warden Intercommunication Points (WIPs), and control points.
- Legislation, standards, codes of practice, and organisational policies relevant to emergencies.
- Behavioural expectations: Understanding how people typically respond in emergencies.
- Correct briefings before, during, and after an emergency.
- Documentation and plan review processes—keeping ECO processes up to date and effective.
